Our Purpose:
Defining Democracy Through Black Voices
Black communities have always been at the forefront of defining what democracy means in this nation. We carry within us a powerful legacy of resistance, resilience, audacity, and ingenuity. Elections are just the beginning; they are the gateway to a more significant opportunity for change. But to sustain that change, we must engage in post-election organizing that builds enduring power—the kind of power that transforms our lives, uplifts our children, and reshapes the world around us.
This year, we stand on the precipice of a historic moment for Black Texans. We refuse to remain on the sidelines. Instead, we are stepping boldly into the political arena, seizing the opportunity to forge a self-determined future.
Reflecting on Our Success:
The Impact of BlackTOP in 2022
In 2022, BlackTOP made history with the largest and most focused Black voter engagement initiative ever seen in Texas. Here’s what we achieved together:
- Reaching the Community: We connected with two-thirds of Black voters in Texas—1,428,136 individuals—ensuring our voices could not be ignored.
- Grassroots Engagement: Our dedicated teams knocked on nearly 200,000 doors in high-opportunity Black neighborhoods, resulting in an impressive 41% voter turnout from those we reached.
- Electoral Triumph and Getting Wins: In eight out of ten counties where BlackTOP operated, our voters outperformed expectations at the ballot box.
- Empowering Leaders: We were instrumental in electing transformative leaders such as County Commissioners Dexter McCoy (Fort Bend) and Alyssa Simmons (Tarrant), and in securing re-election for key officials like District Attorneys Brian Middleton and John Creuzot.

Our Vision for 2024
Black Texans are the most progressive voting block in the state–almost 9.5 times out 10 we will choose the most progressive candidate on the ticket. In 2016, Trump won Texas by 630k votes and almost double that number of eligible Black voters didn’t participate. The goal of our 2024 program is to help propel top of the ticket progressive wins. Building on our trailblazing success in 2022, our 2024 BlackTOP Campaign is designed to elevate our impact even further with ambitious plans to:
- Defeat Fascism: Our fight is bigger than Texas. We are committed to playing a pivotal role in defeating right-wing candidates nationwide who threaten our values and our progress.
- Engage and Empower: We aim to conduct 20,000 organizing conversations with Black voters across the state and gather an equal number of commitments to vote.
- Combat Misinformation: We will ‘family-reunion’ the Black vote by cutting through the noise of misinformation and disinformation campaigns, utilizing digital platforms and influencers to engage voters directly.
- Support Down-Ballot Candidates: We’re mobilizing to propel candidates to victory in key races across Harris (Sean Teare for DA), Bell (Jennifer Bell for HD 55), Dallas (Mihaela Plesa for HD 70), and Tarrant (Patrick Moses for Sheriff’s) counties through grassroots canvassing efforts

Double Clicking on the 2024 BlackTOP Program
Canvass Program
Because we understand the necessity of expanding the electorate to win political power, we will be targeting high opportunity Black voters (folks with sporadic to no vote history) with a canvass program in Bell, Tarrant and Collin counties. In Tarrant our universe is approximately 45,000 households and each door will be getting two knocks. In Collin county we’re knocking on about 8,500 doors and are aiming to reach 20,000 combined knocks. In Bell county our universe is 4,500 doors and we hope to complete 10,000 knocks on Bell county doors.
Relational Organizing Program
We plan to fan out relational organizers across the state in the ten counties with the densest concentration of Black voters (Bell, Bexar, Collin, Dallas, Denton, Ft. Bend, Harris, Jefferson, Travis, Tarrant counties). Each county will have a minimum of two relational organizers, who will be doing ‘street canvassing’–engaging Black folks at hot spots and community gatherings around issues that are important to them and the election. Our goal is to have high quality organizing conversations that collectively bank 25,000 commit to vote cards and at least 20,000 new contacts from the relational survey question.
Digital Program
In late October, we’ll be launching our digital program consisting of a digital ad buy with a reach of 500,000 Black voters and a micro-influencer campaign. The digital ad buy will complement the BlackTOP canvass and relational programs and allow for broader outreach to Black voters. We will be using the Texas-branded Race/Class Narrative framework, “Texans Know Our Worth” to craft digital messages, alongside partner organizations in the Texas for All c4 electoral table.
Text Program
To enhance our outreach to high opportunity Black voters, we will implement a text messaging program targeting approximately 50,000 individuals in Bell, Tarrant, and Collin counties. This two-phase approach will begin with informative texts detailing key election dates, encouraging recipients to respond with their voting commitment. In the follow-up phase, we will engage those who responded by providing additional resources, such as polling locations and early voting information, aiming for a response rate of 15% to engage around 7,500 voters.
Mail Program
We aim to raise $92,000 for a targeted mail program focusing on high opportunity Black voters in Bell, Tarrant, and Collin counties to remind them to vote, to follow us on social media via qr code and to commit-2-vote here on our website. Additionally, we will send follow-up postcards sharing our program, what we achieved and how they can get involved the day after Elections.
